Instead of restricting people to just legal status, they should focus on making the entry process tough, but at the same time friendly and yes, assimilate, as the article states.

The article talks about a stripped down version of dream act of Senator Marco Rubio of Florida, which says that unauthorized immigrants can be given a legal status without the citizenship, as it is feared that if given citizenship they might end up sponsoring their relatives to enter legally. However, the article states that this act has shimmer, but without any promise for the future. The article states that the only act that needs to be passed is simple that says to every individual who comes to America to make of themselves whatever they want to. Further, the article states that republicans and acts stating the contrary have strayed from the American values of welcome and assimilation.
