Option (b) and option (c) have a futile use of 2 ‘I’s in them. Only one is required. Thus, the sentences become grammatically incorrect and therefore rejected. Out of the remaining two, option (d) is out as it slightly diluts the meaning of the sentence.

The sentence is in passive form, the tense being present perfect. Its formation (active voice) is has/have + past participle of the verb. Option (b) satisfies this, hence the right answer.
