Discussions on drug addiction should also be concerned with the vast majority of people who are not addicts. Their homes and lives are insecure because our narcotics laws drive such people to crime. The drug addict is almost never dangerous when he is under the influence of drugs. What makes him dangerous is the desperate need for money to buy the next dose. Drugs are available only in an illegal black market. The costs are stupendous, and this is what drives the addict to steal, rob and even kill.

Actually if you’ll go through options the author is definitely informative he is critical about the laws and revealing the situation of drug addict but he haven’t use any metamorphic example to draw attention on his views.
Methaphorical means its relating to something else. In this passage authors entire concern is about the drug addictions, which is even informative and a critical issue which should be stopped. thus the one left is metaphorical.
metaphor means it makes a comparison in slightly different way. here on the top they define in a wrong way to the word ‘metaphorical’.

Metaphor is a figure of speech in which a word or phrase is applied to an object or action to which it is not literally applicable. That’s why it is not the tone of passage. Author didn’t use any metaphor here to deliver his thoughts.:) Hope now it is clear…

I think the answer to last question is “Revealing” since the author is trying to reveal that ” It is the need for money that drives addicts into doing criminal activities and not the drugs”. Please correct me if I am wrong.

why the answer to question no. 5 is not option 4:metaphorical? because in the passage we can sense tone of the author is critical as he is critical of the drug laws.
Answer of the 5th question should be metaphorical not critical.

We need to pick the one which is not a tone in the passage.
actually you are kind of mistaken buddy…..the author is obviously criticizing in the lines”Their homes and lives are insecure because our narcotics laws drive such people to crime”….he also states that drug issues are only discussed with drug addicts and not with non addicts who are also affected [in the first line]. similarly the author also highlights the high cost of drugs and their sole availability in the black illegal markets.

The question clearly says “EXCEPT” so you have to choose the wrong answer. Critical is one of the right answers.

The author is asking to pick up the wrong answer.And ,in the passage the author is critical .So how can critical be the wrong answer?
There can be two approaches to solve th is question…..first by elimination….There is no metaphor used in this passage….so option D should be the answer….second..each type of RC tone given in the option fits….the passage is informative….it is critical of the Role of narcotic law..hence critical…..and it is revealing….but it cannot be Metamorphic
