National Affairs
1. Mandatory License Introduced for Laptop and PC Imports
- From 1st November 2023, a requisite permit will be obligatory for importing laptops, tablets, and personal computers, as announced by the government.
- While there isn’t an absolute prohibition on IT Hardware imports, the precondition is obtaining the appropriate license.
- The online application for the license is facilitated through a portal set up by the Directorate General of Foreign Trade.
- Furthermore, the government has introduced the Production Linked Incentive Scheme 2.0 targeting IT Hardware.
2. Collaboration between RVNL and Russian Company for Vande Bharat Trains
- Rail Vikas Nigam Ltd (RVNL), a stateowned firm, in collaboration with Russia’s Metrowagonmash, is slated to produce and deliver about 120 Vande Bharat trains to the Indian Railways.
- Each train comes with an estimated cost of ₹120 crore.
- The majority stake of 69% is anticipated to be held by RVNL, 26% by Metrowagonmash, and the remaining 5% by a third entity, Locomotive Electronic Systems.
- These ACequipped blueandwhite trains are projected to be manufactured in a Maharashtrabased railway facility.
3. BharatNet Project Receives ₹1.39 Lakh Crore Sanction from the Cabinet
- In August 2023, a fund allocation of ₹1.39 lakh crore was approved by the Cabinet for the BharatNet initiative, targeting lastmile connectivity across approximately 6.4 lakh villages nationwide.
- Recognized as one of the most expansive rural telecom initiatives globally, its phased execution aims to provide lastmile broadband connections to all 2.5 lakh gram panchayats.
- The total fund sanctioned for ensuring optical fiberbased connectivity to all village households is ₹1,39,579 crore.
4. Optical Fibre Imports from China, Korea, and Indonesia Face AntiDumping Duty
- A definitive antidumping duty on specific optical fibre imports originating from China, South Korea, and Indonesia has been levied by the Finance Ministry.
- The goal behind this move is to alleviate the challenges faced by the national optical fibre sector, which has been impacted by the influx of inexpensive, substandard imports.
- The imposed duty ranges between $122 and $857.23 for every fibre kilometre (fkm). These optical fibres play a vital role in data transmission through light pulses.
5. Tripura’s Chief Minister Introduces IMI 5.0 Vaccination Campaign
- In August 2023, Tripura’s Chief Minister Manik Saha launched the expansive Intensified Mission Indradhanush (IMI) 5.0 vaccination initiative, spanning three months in the state.
- The campaign’s primary objective is to vaccinate expectant mothers and kids aged up to five, protecting them against diseases such as Measles and Rubella.
- This marks a pioneering move where children up to five years of age are encompassed under the IMI 5.0 vaccination umbrella.

6. 132nd Durand Cup Inaugurated in Assam by Defence Minister Rajnath Singh
- The 132nd Durand Cup was officially opened by Defence Minister Rajnath Singh at the SAI Stadium, marking the onset of the annual football tournament in the city of Assam for the very first time.
- Orchestrated collaboratively by the Indian Army, Assam Government, and the Bodo Territorial Region, the grand opening ceremony paved the way for the inaugural match between Bodoland FC and Rajasthan United FC.
