1. S.S. Dubey Assumes Role as the New Controller General Of Accounts
- S.S. Dubey, an Indian Civil Accounts Service officer from the 1989 batch, has assumed the position of the 28th Controller General of Accounts (CGA) effective from March 6, 2023.
- Prior to this role, he served as the Additional Controller General of Accounts within the Public Financial Management System (PFMS).
- In his capacity as the CGA, Dubey acts as the principal advisor to the Central Government on matters of accounting.
- Other responsibilities under the CGA include maintaining control over the exchequer and performing internal audits for the Central Government.

2. Mandatory HUID on Gold Jewelry from April 2023
- Starting April 1, 2023, the Bureau of Indian Standards (BIS) will require all hallmarked gold jewelry or artifacts to carry the six-digit alphanumeric Hallmark Unique Identification number (HUID).
- With the aim to promote quality in smaller units, BIS has decided to provide an 80% concession on the certification or base marking fee across its product certification schemes.
- First introduced on July 1, 2021, the HUID is a combination of numbers and letters, unique to each piece of jewelry.
- This distinct identification number is manually marked on jewelry at the Assaying & Hallmarking Centre (AHC).
- This initiative seeks to guarantee the traceability of jewelry and confirm its gold content.

3. Electoral Democracy Index 2023: India at 108th Position; Denmark Leads
- The 2023 V-dem Democracy report has ranked India 108th in the Electoral Democracy Index. This puts India behind countries such as Tanzania, Bolivia, Mexico, Singapore, and Nigeria.
- India’s position has declined, moving from 100th in 2022 to its present ranking. In the Liberal Democracy Index (LDI), it was previously placed at 97th.
- Topping the list is Denmark with a 0.89 score in LDI, followed by countries like Sweden, Norway, Switzerland, and Estonia.
- Denmark stands out for its unrestricted freedom of speech, where its citizens enjoy full political rights, civil liberties, and engage in free elections.
- On the LDI, the US, Canada, and the UK are ranked at 23rd, 24th, and 20th respectively.
- The V-Dem report, which includes over 31 million data points for 202 countries spanning from 1789 to 2022, unveiled the top 10 global democracies.
- Pakistan’s ranking has declined, now at 106th in LDI and 110th in EDI.
