In the solution it is mentioned
“Thus any white square can be chosen in 32 ways and once a particular white square is chosen we cannot pick any other square row from that particular row or column(i.e. in that row or column we will have 4 black and 4 white squares)Hence we are left with 32 – 8 = 24 squares .”
I think if the statement is “Whenever we select a column we need to consider Two rows(one with respect to horizontal and other is vertical) and in each of the rows we have 4 black columns so we have to remove 8 columns altogether”.
