The author is trying to develop an analogy between the behaviour of atoms, molecules etc. in a reaction and the way human beings interact. The author uses the physical structure of ice, water and steam to describe how a different set of interactions can be produced in the same population. The writer also discusses altruism and compares it with semiconductor physics in which the metals are activated only after the supply of electricity of a  fixed value and not before that.
